Description:

This is an issue found in Quay 3.16.0 new UI, when login Quay Console with "Global readonly super user", found can see the organizations of other users, but can't see the "team and membership", "Robot accounts", "Oauth", "Default Permission" and logs, compared with regular super user can see all contents, pls review this new UI issue.
