Description:

This is an issue found in Quay 3.16.0 new UI, when trying to create new Quay Organization with existed name, Quay new UI will display a successful notification, but actually the new organization creation was failed in the backend with error message "A user or organization with this name already exists", the expected behavior should be give error message immediately show "Organization name is already existed", and block user to click the create button, pls review this new UI issue.
