Description of problem:

Previously, adding the same organization repeatedly would trigger an error alert 'A user or organization with this name already exists', but this is no longer available in quay 3.16.0.

If adding the same organization repeatedly, still get alert message "Successfully created organization xxxx"

Creating organization build_test for the second time in the new UI

Can get a API error in the browser debug panel.

The previous alerts were quite useful, I suggest bringing it back.
