Quay new UI should support to give notification to setup Quay Password used in CLI when the authentication is OIDC

      Description:

      This is an issue found in Quay 3.16.0 new UI, when the authentication type is OIDC, after login Quay new UI via OIDC authentication provider, there's no Quay notification to support setup the Quay password to be used in CLI, pls review this new UI issue.
