Description:

This is an issue found in Quay 3.16.0 new UI, when the config "FEATURE_TEAM_SYNCING" is not set or set as false, Quay new UI still display "Enable OIDC Team sync", actually when Quay team sync is disabled, Quay new UI should not display this config page, pls review this new UI issue.
