Description:

This is an issue found in Quay 3.16.0 new UI, after login Quay Console with "global readonly super user", on the super user panel "global readonly super user" can still click the button to create global message, but hit 403 error, and also can click the button to create/delete new service key, still hit 403 error, that's correct permissions. The best quay user experience is disabling these buttons for global readonly super user, pls review this new UI issue.
