Grant Quay team a role in OpenShift that allows them to view the following tabs in OpenShift for quayp05, quayp04, and quays02 clusters.

They should be able to view the following tabs:

      • Compute > Nodes
      • Compute > Machines
      • Observe > Metrics

I previously created https://gitlab.cee.redhat.com/service/app-interface/-/merge_requests/142270 to grant them monitoring access but as of 5/5/25 that role did not appear to work see: https://redhat-internal.slack.com/archives/CCRND57FW/p1749139762434149

      Docs: https://docs.redhat.com/en/documentation/openshift_container_platform/4.2/html/monitoring/cluster-monitoring#monitoring-accessing-prometheus-alerting-ui-grafana-using-the-web-console_accessing-prometheus

AC: Quay shouldn't need to use the dedicated reader role and instead uses this monitoring one
