Description of problem:

When enable FEATURE_MAILING, super user can recovery an account by clicking "Send Recovery E-mail" button. But in the Account recovery email, after clicking "Recover Account" button, will be redirected to a 404 page.  This issue presents in both the old UI and the new UI.

The address of the 404 page is "https://quayregistry-quay-quay-enterprise.apps.whu419az21.qe.azure.devcluster.openshift.com/recovery?code=QjFFTFM3REtOODJWNERZMTpMSkszUDQ1UVVTTzBEWUk3S01FNg=="

There should be a confirmation screen indicating whether the recovery was successful.
