Description of problem:
After the super user "whuquay" created a regular user "user13" in the new UI, then try to use "user13" to log in quay, got the error "Invalid login credentials".
After updating user13's password by superuser "whuquay" in the new UI, the user13 can log in quay successfully.
Click Create User button by superuser
Input user13's information by superuser
Can find user13 in Organizations table by superuser
Log in quay with user13

Update user13's password by superuser
Log in quay with user13 again
