Description of problem:

In quay 3.16.0 new UI, log in as the superuser and check the email addresses of all other users, they are all "quay+test@redhat.com". The user's avatar is also incorrect.

Steps to reproduce:
1. Include below settings in config.yaml 

SUPER_USERS:
  - whuquay
  - whutest 

2. Create user 'whuquay', 'whutest', 'user3' in the new UI

3. log in as super user "whuquay" and check user3's email address
