The logs generated by updating organization general settings are inaccurate

      Description of problem:

      In quay 3.16.0 new UI, If only update the organization email in "General Settings", two log entries will be generated. One for updating the email and another for updating the Time Machine window. This is unreasonable。 Only one log entry should be generated when only updating emails.
