Description of problem:

In quay 3.16.0 new UI, create a kind of red hat quay notification, in create notification panel, the Recipient field can't work correctly in the new UI.

Actual results:

• In the old UI, there are "Create teams" and "Owners" options in Recipient dropdown list, but in the new UI, there is no options in Recipient dropdown list.

• In the old UI, after choosing expected user name, the user name will show up in Recipient field, but in the new UI, after choosing expected user name, The recipient field is still blank.
