Quay new UI regular super user can't see normal user's repositories on the "Repositories Tab" when FEATURE_SUPERUSERS_FULL_ACCESS set to true

      Description:

      This is an issue found in Quay 3.16.0 new UI, with regular super user can't see the image repositories of normal users at the left "Repositories Tab", pls review this new Ui issue.

      Quay Config.yaml:
