Observed behavior: When building Quay from source, e.g. for a local dev environment, the npm cache is landing in the final image. This doesn't happen with the upstream pipeline or the downstream image.

Expected behavior: The .dockerignore file contains an entry for the .npm/ directory so that the NodeJS Package Manager cache isn't copied into the final image.
