This is an issue found in Quay 3.16.0 new UI. when configured Quay image repository into Mirror state and configure the mirror settings, found new allow to create new team in "selecting user" dropdown list, compared with current UI, here Quay new UI should only allow to create or select robot account, pls review this issue;
