Quay new UI login page should ask user to verify the mail when creating new account with email enabled

      Description:

      This is an issue found in Quay 3.16.0 new UI login page, when Quay is configured with Email settings, found at the step of creating new account, there's no page to ask Quay users to verify the mail address, compare with current UI, Quay will ask users to verify the mail address, pls review this new UI login issue.
