Quay new UI "Documentation" should link to Redhat Quay Doc

      Description:

      This is an issue found in Quay 3.16.0 new UI, when navigate to Quay 3.16.0 login page, the "Documentation" link to "https://docs.projectquay.io/", actually the Quay 3.16.0 should link to Red Hat Quay Docs "https://docs.redhat.com/en/documentation/red_hat_quay ", pls review this issue.
