Quay new UI login page should display the Quay Version "Quay 3.16.0"

      Description:

      This is an issue found in Quay 3.16.0 new UI, when open Quay Console, the default UI is new UI, but can't see the Quay Version without login, compared with current UI, the Quay Version is displayed correctly, pls review this issue.
