Add action log event configuration parameters to documentation

      I'm filing this Jira to add the following config parameters to the action log audit configuration section in Quay documentation:

      ACTION_LOG_AUDIT_LOGIN_FAILURES
ACTION_LOG_AUDIT_PULL_FAILURES
ACTION_LOG_AUDIT_PUSH_FAILURES
ACTION_LOG_AUDIT_DELETE_FAILURES

      Those parameters can be used for tracking login, pull, push, and delete failures in the action logs

      The value type is Boolean and the default value is False [1]
