[3.14][Pre-merge]: Quay new UI login page can't show the customized "REGISTRY_TITLE"

      Description:

      This is an issue found in Quay 3.16.0 new UI pre-merge testing, now with customized  "REGISTRY_TITLE", on current UI the registry title can be displayed in "Sign in" button, but on new UI Login page, can't see this customized registry title, pls review this new UI issue.
