[Pre-merge]: Quay new UI login page should display "User creation is disabled. Please contact your administrator to gain access. " when set Invite only user creation

      Description:

      This is an issue found in Quay 3.16.0 new UI login page, when set Quay config "FEATURE_INVITE_ONLY_USER_CREATION" as True, login Quay new UI with valid LDAP credential, get error message "Invalid login credentials", but on current UI the error message is correct "User creation is disabled. Please contact your administrator to gain access. ", pls review this new UI issue.
