Description:

This is an issue found in Quay new UI login page pre-merge testing, when configure Quay into readonly mode, on new UI login page, can't see the expected message "Oracle  is currently in read-only mode. Pulls and other read-only operations will succeed but all other operations are currently suspended.", but on current UI login page can display this message correctly, pls review this new UI issue.
