[Pre-merge]: Quay new UI login page can't display the customized enterprise Logo

      Description:

      This is an issue found in Quay 3.16.0 new UI pre-merge testing, now with customized enterprise LOGO, on new UI new Login Page can't see the expected customized enterprise Logo, but on current UI it works well, refer to the attached screenshots, as new UI will use the dedicated new Login Page, this issue should be fixed, pls review this new UI issue.
