      Description:

      This is an issue found in Quay 3.16.0 new UI login page pre-merge testing, now with email enabled in Quay, on new UI create new Quay user will not ask user to verify the email address, but on current UI the behavior is Quay will ask users to verify the email address, pls review this new UI issue.
