Description:

This is an issue found on Quay new UI, when trying to create new image tag with already existing tag name, Quay current UI will give note "Note: newtag is already applied to another image. This will move the tag. ", but new UI won't give the expected note, and also by using the existing tag name the operation should be move tag rather than create tag, pls review this new UI issue.
