Description:

This is Pre Merge Testing for PR https://github.com/quay/quay/pull/4243,  Quota management in New UI, "Quota Threshold" Multiple "Reject" policy can be set which should be only one

Steps:

1, Create a Organization, in Setting -> Quota, Add a quota; 

2, Add a Quota policy, add "Warning: 60" policy, then add "Reject:80"  policy

3, Edit Warning policy, change it to "Reject", click update;

Result:

Update successful, two Reject Policy there

in old ui, there is Error message on Screen:

Note:

Direct add two "Reject" policy is disabled, which is correct
