Description:

This is Pre Merge Testing for PR https://github.com/quay/quay/pull/4243,  Quota management in New UI, "Quota Threshold" input box expect prompt message

Steps:

1, Create a Organization, in Setting -> Quota, Add a quota; 

2, Add a Quota policy, input 0 in  "Quota Threshold", this is not allow and 0 can't be inputted;

3, input "test" in  "Quota Threshold", check UI status;

Result:

"Add Limit" button is disabled which is good, a prompt message will be better for user.
