Description:

This is Pre Merge Testing for PR https://github.com/quay/quay/pull/4243,  Quota management in New UI, "Apply" Button expect to disable status after setting Storage Quota

Steps:

1, Create a Organization, in Setting -> Quota, Add a quota; 

2,Add a Quota policy, check Apply button status;

3, Remove the policy, check Apply button status

Result:

It should be disable status, as there is nothing to apply. If we Edit the Quota, "Apply" is disabled

In old ui, "Apply" keeps disable status after setting Storage Quota
