[Pre-Merge]:Quay new UI should only allow super user to configure the Quota on Super user admin Panel

      Description:

      This is an issue found in Quay new UI pre-merge testing, now new UI allow to users to configure the Quota on their organization, but give 403 error message, the behavior is not correct. Comparing with the current UI, only Super users can configure the Quota on Super User admin panel, pls review this issue.
