Add pragma statements to sqlite driver to allow for multiple client access. This helps prevent the sqlite database from being locked. Additional information can be found in this ticket: https://issues.redhat.com/browse/PROJQUAY-8758.

After finding the statements to have little effect, we've also included a PR that will retry the query on database locked errors when using sqlite
