      Description:

      This is an issue found in Quay new UI Oauth, during Quay new Oauth Token Generation when choose assign another user, input the prefix of the target uses, Quay new UI can't load the users automatically to select, compared with Quay Current UI, it support loading the users automatically, pls review this new UI issue.
