Description:

This is an issue found in Quay new UI, now after enabled Mirror for new Image repo, and input Repository Mirroring Configurations, but not specify the start date, and then click "enable mirror" button hit 409 error code.

Quay new UI should give a default current time, and also should not allow users to click "enable mirror" without the input of "start date", now without start date, users can still click the button and hit 409 error code, pls review new issue
