When running Conforma checks on sets of images, we have found that we create many requests against the container registry. That has resulted in us hitting 429 issues, especially against the auth endpoint. Even though we plan on using a cache, we will not be able to cache the auth.

It would be beneficial if we can customize the rate limiting based on namespace, potentially to the extent of turning off rate limiting all together if it was deemed safe.
