      2.  select the toggle to "new UI"
      3.  observe the redirects using developer tools

      Hi,

      We see Quay v2 UI has redirects to https://checkout.stripe.com/checkout.js, https://cdn.statuspage.io/se-v2.js  even though by default "FEATURE_BILLING" is "false.

      Expected:

      no external web calls to stripe/cdn

      Actual result:
