Quay 3.15.0 new UI notification should support dismiss all notifications with one click

      Description:

      This is an issue found in Quay 3.15.0 new UI notifications, after more than one notifications(e.g. 100+) displayed on the Quay new UI Console, when Quay Customer want to dismiss all notifications, they've to dismiss one by one, there's no way to dismiss all notifications with one click, pls review this issue.
