3.13 Quay operator should garbage collect unneeded secrets

      As per the linked bug, from Quay 3.7, the secrets should be garbage collected. However, in a Quay 3.8 operator deployment, the secrets keep cumulating, as it can be seen in the attached file.

       $ grep quay 0020-secrets_list.txt |wc -l
185
