Now when use managed Route Component of Quay Operator, the annotation of "haproxy.router.openshift.io/timeout" is 10m, the timeout value is not enough when push large size image layers, so Quay Operator should support to customize this timeout value, pls review this issue.

Quay: 3.14.0

When Quay start to support as AI/ML Model Registry, the single image layer size could be 100GB+, so Quay Operator should support to customize this timeout value.
