      This is an issue observed while upgrading from Quay 3.8.14 to 3.10.9.

      Clair migration job fails with the following error:

      $ oc logs clair-postgres-upgrade-pod-name-here

2025-03-28T15:59:44.401545534+05:30 ERROR:  could not create unique index "updater_status_pkey"
2025-03-28T15:59:44.401545534+05:30 DETAIL:  Key (updater_name)=(RHEL8-openstack-16.1-including-unpatched) is duplicated.
2025-03-28T15:59:44.402682340+05:30 postgres migration command failed, cleaning up...

      This error prevents Quay from being upgraded successfully.
