Steps:

1, Create an Organization with enable Proxy Cache

2, Pull image with digest from upstream

podman pull quayregistry-quay-quay-enterprise-15197.apps.quaytest-15197.qe.devcluster.openshift.com/quayorg/quay/quay-rhel8@sha256:4e3c976c65f4abd1af88cb5b1d5c7c87b77e659d7b639a5546d28028257d1f54 --tls-verify=false --tls-verify=false

3, Check image tag on Quay instance

Actual Result:

There is no tag in Quay, but from Quota Consumed can see image has been pulled into Quay

This can be double confirmed with:

1, First pull image with tag, can see tag on UI

2,Delete tag or expire the tag

3, Pull with digest, no tag on UI
