Minor Description of problem:
In quay 3.14.0, add support for custom TOS. But configured quay like below, the attribute SECURITY_URL doesn't work in old UI.

Expected results
The url of SECURITY_URL should be rendered correctly in old UI like what ABOUT_URL does.
