Quay should create robot for openshift service account after bridge operator integrated quay with openshift, but quay prompts 415 error when bridge operator try to sync up service account to quay robot. That causes openshift build failed

quay-bridge-operator-bundle-container-v3.9.10-7

1. deploy quay and generate oauth token for bridge operator
2. install bridge operator and create quayintegrations.quay.redhat.com, integrate quay with openshift
3. create a namespace on openshift
4. check sync up results in quay

Could see organization created in quay, but robots do not exist, see log in attachments

should create robots in organization like screenshot

Test with latest released quay 3.9.9, all work well
