Description of problem:

Trigger a build in quay 3.9.10, after the build process finished successfully, check the build log by filtering build ID in "Super User Admin Panel" "Build Logs" tab , the web page goes to a error page.

Steps to Reproduce:
1. Trigger a common build process in quay 3.9.10
2. After the build finished successfully,  go to  "Super User Admin Panel"  page
3. In Build Logs tab, enter build ID in top-right input box, click "Get Logs" button

There is a same issue PROJQUAY-3463 opened for quay-v3.6.4. But this issue has been closed with below comment

This feature works for quay 3.13.4.
