Quay new UI should support enable/disable Vulnerability Scanning when create new Image Repository

      Description:

      This is an issue found in Quay 3.13.2 new UI, when create new image repository, there's no option to enable/disable "Vulnerability Scanning", from Quay Customers' perspective they may not want to enable "Vulnerability Scanning" for all image repositories, as the Quay new UI is improving continuously Quay new UI should consider to give customers the same options as  GCP artifact registry provided, pls review this issue.

      Quay 3.13 new UI doesn't give Customers option to enable/disable Vulnerability Scanning when create new Image repository:
