Customer Problem: As a Quay Global readonly super user, I need to be able to discover all content, image repos, organizations and teams on the registry for compliance and operational reasons. I have direct responsibility for the content and availability of the registry. Usually I am also the support contact for teams when they have difficulty providing or getting access to organizations, teams and images.

Goal: The global readonly superuser in Quay as actual super powers in the system, so that they can see all content.

Deliverables:

• Global readonly super user can discover all contents from all Quay API V1
• Global readonly super user can discover all contents from all Quay API V2
• Global readonly super user can discover all contents from Quay new UI
• Global readonly super user can introspect all content (layers, CVEs, pull stats)
• Global readonly super user can audit all actions on tenant content
• Global readonly super user can see all organization settings like storage quota or pull-thru proxy cache state
