If a user sets up Quay on a VM and validation of the provided config does not pass in the config tool or the user built the config.yaml file by hand, there's a possibility that the flag TESTING: false is not included in the config.yaml file. This flag tells Quay to start in testing mode, which disables certain Quay functionality such as e-mail sending.
Since this flag is used for testing, Quay should continue to bootstrap if the flag is not present in config.yaml file. However, a warning should be printed to notify the user that configuration changes should be done.
