Description of problem:

In the quay new UI, as shown in the picture below, there already are some organizations

Tried to create a new repository be clicking 'Create Repository" button in Repositories tab,  in the Create repository pop-up, can NOT see any existing organizations in the drop-down list.  Customer should see them.
