Quay 3.13 Current UI change log point to 3.7 release notes and display 3.11 bug fix list

      Description:

      This is an issue found in Quay 3.13 change log UI, now when click the link "Red Hat Customer Portal", Customers will see the Quay 3.7 release notes and the bugs fix list is Quay 3.11, actually Quay 3.13 should point to latest 3.13 release notes and with the bug fix list of Quay 3.13, pls review this issue.
