Quay 3.13 new UI should not allow to save with no federation configuration

      Description:

      This is an issue found in Quay 3.13 new UI, when there's no federation configuration input, Quay new UI still allow to save the blank configurations, that's not correct behavior, actually Quay new UI should grey the Save button in this condition, pls review this issue.
