Quay 3.13 new UI should support to customize the federation name when robot account having multiple federations

      Description:

      This is an issue found in Quay 3.13 new UI, when set robot federation with multiple OIDC providers, Quay users can't customize the federation name, the current behavior is the federation name is hardcoded in format "{issue_url}:{subject}", pls review this issue.
