Quay 3.13 new UI should validate the issue URL and subject during robot account federation

      Description:

      This is an issue found in Quay 3.13 new UI, when input invalid "issue URL" and "Subject" during robot account federation, Quay new UI still pass the federation, the expected behavior should be Quay block this invalid federation, pls review this issue.
